How do you get the bait?
Exchange one valid endangered creature with the Tourist on Desert.
Prerequisites
Activate the island quest, complete prior hand-ins, then obtain the listed bait before the encounter.
Fight or catch method
Use the Carrot only after the Tourist quest is active. Dodge its attack window, fight from a safe angle, and keep the Fin.
After the kill
Return the Fin to the Tourist, then follow the red Radar marker to Rocks.
Do not sell check
Do not sell yet. Keep the Pufferfish Fin until the Tourist awards Rocks coordinates.
